Alternative to War:  Occupy the No-Fly Zones

I thought you might find the following alternative to war interesting:
Iraq and the UN Security Council should agree to the following:


0.  Resolution 1441 on Inspections is vigorously enforced.

1.  Iraq recognizes the no-fly zones in the north and the south.

2.  Iraq will evacuate all military units from the no-fly zones.

3.  Iraq will do nothing to prevent or harass the United States and other coalition forces from occupying the current no-fly zones.

4.  The United States and other coalition forces shall control imports and exports of the current no-fly zones.

5.   The United States and other coalition forces shall provide security to the populations of the current no-fly zones.

6.  After two years the populations of the no-fly zones shall vote in separate plebiscites to terminate or extend the occupation of the no-fly zones.

Iraqi Oil Today

Pros:

  • Iraq has already ceded some sovereignty in these areas.
  • It would place coalition troops close to Baghdad.
  • The oil in the zones can be used for civic improvements, economic development and to cover the costs of occupation.

Cons:

  • Iraq would object to loss of territory.
  • US troops would be exposed to guerilla warfare
  • People would accuse the US of colonialism

Potential Iraqi Weapons Anarchy

Picture this:  The Iraqi resistance collapses like a house of cards.  Chaos
reigns.  The hidden labs and stockpiles DO exist, but the central
government officials that know about them are dead or missing.  That still
leaves the people who work in the hidden facilities.  Any scientist,
engineer, techinician, secretary, laborer, guard, or janitor could grab
anything that isn't nailed down (and some of the things that are), and head
for the hills, hoping to sell what he has taken.  Think of a satchel full
of bags of powder.  Not cocaine but anthrax.  Or vials of smallpox.  For
sale, not to the highest bidder (no ebay available) but the the first
person he meets with any money at all.

We should be offering rewards RIGHT NOW for contraband goods or information
leading to them.  "Substantial cash will be paid to anyone who turns over
chemical, biological or nuclear materials."  In fact the rewards should be
doubled if they are turned over to the UN inspectors before the outbreak of
hostilities.  Come to think of it....is there any discreet way for an Iraqi
with useful information to contact the inspectors without risking his life?

If we can't find the suspected weapons caches now, why does anyone think we
will be able to find them later?
